Fugitive sex offender surrenders after 1-hour standoff

RICHLAND, Wash. -- Tri-Cities SWAT caught a fugitive sex-offender Tuesday afternoon in Richland.

U.S. Marshalls tracked a Florida man around the country pinning him inside the city limits.

Ricco Garza grabbed their attention for firearms violations and found local police more than willing to help bring him in. He was wanted here for failing to register as a sex-offender.

After a lengthy standoff involving a handgun and Garza's 14-year-old cousin he came out with his hands up.
