The announcement came on the heels of a three day tour of the finalist's schools.
The board says it had a lot of feedback from the community.
Hundreds of emails, calls and letters came in helping the board make the best decision possible.
School board president Rick Jansens said,"The feedback we had was all looking forward. It was, what kind of leader do we want for the future, no one was really looking backward."
Schulte said he would not stay at a district that didn't want him. This was an issue many had with former superintendent Busey.
Shulte will start at Richland schools July 1.
