Escaped convict shuts down Richland apartments

RICHLAND, Wash. -- A Richland apartment complex was cordoned off Monday evening after Richland PD got a tip that a criminal was hiding there.

Police say Devonn Kinsey was holed up in the Columbia Park Apartments on Jadwin Avenue. Kinsey is wanted for escaping community custody.

Richland PD shut down the complex while they searched apartments, assisted by the Kennewick K9 unit.

Neighbors were startled by the event. "I was feeling a little worried when I saw the people with the guns. I said, that's not just going to be a pull over--that's gonna be a problem," says Trigo Mease.

Police say Kinsey slipped away during the search. They have been patrolling the area periodically since the search. If you see him, you're asked to call 911.

Kinsey is considered armed and dangerous.
