According the the letter, Sheriff Raymond says he believes in an individuals right to worship.

The Sheriff continues to explain that the stay-at-home order is depriving citizens of their rights to earn and to live. He explains that small businesses are suffering and will soon die.

Sheriff Raymond says "This intrudes on our right to life, liberty, and the pursuit of happiness; and neither I not my office will enforce any arrests or fines regarding the operation of privately owned businesses."

The letter finishes by Sheriff Raymond expressing that he thinks Governor Inslee has overstepped his constitutional powers and is trying to control us.
